Figure 11. Victor Gardens community gardens and outdoor pavilion

. How many people would benefit from this project compared to the total cost?

The population at large would benefit from this trail. Residents in Forest Lake would have access
from the Hardwood Creek Trail, as well as residents in Hugo, Lino Lakes, Blaine, and
potentially all other metro area residents as connections occur all over the metro area. The large
trails that exist in the metro Area (e.g. The Gateway Trail, Minneapolis Park Paths and the St.
Louis Park Trail) are currently being used extensively. With the northern population growth on
the increase, additional safe trails are needed in this area and would serve as a connection to
other metro area trails. The cost is small compared to the benefit of the many who will use these
trails for family outings, recreation and for improving and maintaining a healthy life style.

. How many people would be expected to use the trail over the course of one year?

Local and metro residents as well as the population at large will use the Clearwater Trail. The
number of users is difficult to determine, but by connecting this proposed trail with other metro
area and local trails, it will be used recreationally and provide a safe alternative to riding on the
shoulder of the road. The construction of this trail can also support the multi-modal concept that
allows for alternate transportation for those residents who are able and choose to use their
bicycles as a means for transportation to and from work. By 2005 or 2006, the trail will be
complete and more development will have occurred. By then, the trail could see hundreds of
users per day, especially on weekends.

21
