<br />On September 25,2000, people representing the City of Centerville, the City of Hugo, the City <br />ofLino Lakes, Anoka County, Anoka County Parks, the St. Paul Water Utility, and Washington <br />County met to discuss a trail plan to connect the Chain of Lakes Park and it's trails with <br />Centerville trails and with Hugo trails. Agreement was reached on a target location for a <br />pedestrian bridge to connect everything. See attachment E (Letters of Support). <br /> <br />12 Impact on Adjoinine Landowners in the Vicinity of the Project <br /> <br />· Demonstrate the compatibility of the proposed project with existing adjoining land uses. <br />· Identify adverse impacts that might be realized as a result of completing the project. <br />· How does the project design attempt to mitigate adverse impacts? <br />· How might the project improve conditions for adjacent landowners? <br />· Identify mitigation steps that will be taken to successfully overcome possible/probable <br />objections to this project. <br /> <br />About half of the proposed trail will be on an easement. This easement is on property that is <br />essentially undeveloped. Putting the trail on this easement reduces the impact to existing homes <br />and minimizes impact to developers. In addition, the easement has a side effect of producing an <br />informal trail already (See Fig 4). The other half of the trail is on undeveloped land and <br />negotiation for this land should be straightforward. When this land is developed, the developers <br />would be expected to provide a trail in accordance with the overall plan. <br /> <br />One person has a dog kennel on the easement. There may be some people just north of the <br />easement who might not prefer a trail there. Experience with the Chain of Lakes trail and <br />residents near it showed that, at first, many were opposed to the trail. However, with the trail in, <br />most have come to embrace the trail and, in fact, become some of the primary users. Some <br />mitigation measures would be to plant screens to block views and reduce sound. <br /> <br />24 <br />
