<br />13 Project Readiness <br /> <br />. Delineate the current project status and detail major activities that must still be accomplished. <br />. At a minimum, please reference land acquisition requirements, status of detail design, and <br />relevant permits and approvals that havelhave not been obtained for the project. <br /> <br />Approximately 12,00 runs through Centerville and an additional 1,200 feet of the trail runs <br />through Lino Lakes and crosses freeway 35E. Rick DeGardener, Public Services Director of <br />Lino Lakes, favors the trail. Undeveloped land east of 20th Avenue needs to be acquired both in <br />Centerville and Lino Lakes. Centerville will coordinate with Lino Lakes to work out the details. <br /> <br />The most desired route includes a pedestrian bridge across 35E for safety, convenience and <br />attractiveness to the trail. Mr. Rick Amebeck ofMnDOT was contacted January 22, 2004 and <br />asked about the possibility of a pedestrian bridge as shown in Fig 2. He stated the timing is <br />perfect for decisions on this 35E corridor. They are studying this area and plan to have answers <br />within 12 months. He agreed that there needs to be some kind of consideration for pedestrians in <br />this area <br /> <br />14 Year Round Trail Use <br /> <br />. Will this project provide year round trail use? <br />. If it is planned to provide year round use, outline which users will benefit and how the <br />facility will be maintained for those uses. <br /> <br />The trail will be available for non-motorized use all year. <br /> <br />It is anticipated that the trail will be available to users throughout the year. In the summer, <br />pedestrians, hikers, bicyclists, roller bladders, and skateboarders can use the trail. The trail will <br />be maintained by the city of Centerville and will be kept clear of downed trees and other debris. <br />(See signed letter from the public works director for the city of Centerville in attachment E - <br />Letters of Support.) In the winter, the trail will either be kept free of snow and used by <br />pedestrians and hikers, or it will be maintained with snow to allow for cross country skiing. The <br />use will depend on the direction set by Anoka County Parks and how they maintain their trails in <br />the Chain of Lakes Park. There is an existing Joint Powers Agreement to cooperate in use and <br />maintenance already in place for the segment of trail that connects to the Chain of Lakes park. <br /> <br />15 Potential Environmental Impact <br />. Possible areas of consideration include but are not limited to: noise, odors, dust, surface <br />erosion, fish and wildlife populations, damage to wetlands or other ecologically sensitive <br />natural resources, and historical/archeological sites. <br />. What opportunity would this project provide to enhance the natural or other resource values <br />in the immediate area? <br />. It is a condition of accepting the grant that all landscaping or plantings that are done in the <br />project area must be native to Minnesota and preferably of the local ecotype. Address this <br />issue and layout how this project will comply with this requirement. <br /> <br />25 <br />
