To: Minnesota Department of Natural Resources

From: James Mulholland, Chair of Shoreview Bikeways and Trails Committee

Subject: Support for Clearwater Trail

Date: February 25, 2004

I support the Clearwater Trail project. This project would connect the Hardwood Creek
Trail in Hugo with the Rice Creek Chain of Lakes trail system that will connect with
trails in the northern metro area.

1 am an avid cyclist and am the current Chair ofthe Shoreview Bikeways and Trail
COinmittee. Personally, I take many bicycle rides to the north of Shore view and use the
Lino Lakes and Centerville area extensively. The Clearwater Trail and its connection
with existing trails would be an ideal addition to connecting trails in this area. It also
would be a quantum leap in providing a safer corridor for many recreational modes as
well as cyclists. Currently, many people ride in this area but there are clearly segments
that are unsafe. In particular, crossing the 35E freeway is nasty and has many
shortcomings. Something needs to be done to allow cyclists and other recreational users
to go to and from east and west of the 35E. This is more than just an "if you build it, they
will come" but more of an "if you build it, they will come because it is safe". The growth
in this area is and will be significant. This important infrastructure asset can server this
area for many years to come. We in Shoreview have a trail bridge which crosses over
1694 and it provides a safe corridor for many recreational activities and is heavily used.
The projected population density near the proposed Clearwater Trail corridor is even
higher than in our area

Please support the Clearwater Trail and its connection to key trails in the area.

Sincerely,

4-0
