<br />IV. APPEARANCES/AWARDS <br /> <br />1. Mr. Mike Quigley, Gor-Em (Eagle Pass 2nd Addition) <br /> <br />Mike Quigley of Gor-Em reviewed the changes to the plan with Council and indicated <br />that Gor-Em had addressed most ofthe issues by converting to the twin home format as <br />was originally planned. He indicated that the issues with the existing development have <br />been addressed and the screening requested at the Planning and Zoning Commission <br />meeting had been added. He also indicated that Ojibway Drive could be addressed in <br />letter form or through a clause in the developer's agreement. He further indicated that he <br />would be more than happy to provide a trail if the Association and the City are able to <br />come to an agreement as to the terms. <br /> <br />Ms. Moore-Sykes commented that it may not be in the City's best interest to put language <br />concerning a private road into its developer's agreement. <br /> <br />Mayor Swedberg asked whether the proposed road on the east side of the development <br />would be a private road. Mr. Quigley indicated that it was planned to be private. <br /> <br />Council Member Broussard Vickers indicated that there were a lot of residents present at <br />the Planning and Zoning Commission meeting and those in attendance had brought up <br />screening, keeping as many trees as possible or transplanting those that are to be <br />removed, the distance between the houses at the end of Ojibway Drive, and the private <br />road. She then indicated that the major issue concerned potential damage to Ojibway <br />Drive by construction vehicles. She further indicated that residents in attendance were <br />concerned about the street lighting in the existing development. <br /> <br />Council Member Broussard Vickers indicated that the Association had petitioned the City <br />to take over the private street and was upset because the City has not yet responded. <br /> <br />Council Member Broussard Vickers indicated the developer had agreed to provide <br />screening as indicated on the site plan. She then indicated that she felt Council needed to <br />discuss the private road issue to determine whether Council wants to take over the street. <br /> <br />Council Member Broussard Vickers indicated that she is of the opinion that the City <br />should not add to a situation it knows is a problem for residents by allowing the <br />development to be constructed with another private road. <br /> <br />Mayor Swedberg commented that Ojibway Drive was designed and constructed to be a <br />private road and, in his opinion, should stay as a private road. He then commented that, <br />if residents want additional lighting, they should petition the City for lighting but know <br />that the residents would bear the cost of that additional lighting. He further commented <br />that he has driven through the development at night and does not feel that it is any darker <br />than some of the other neighborhoods in the City. <br /> <br />Mr. Quigley clarified that the only difference in a private road is the width. <br /> <br />Page 7 of 25 <br />
