<br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Nelson to close the public hearing. All in favor. Motion carried unanimously. <br /> <br />Mayor Swedberg closed the public hearing at 7:45 p.m. <br /> <br />2. Zoning Map Modifications (Continued from Planning and Zoning) <br /> <br />Mayor Swedberg opened the public hearing at 7:46 p.m. <br /> <br />Council Member Broussard Vickers indicated that the Planning and Zoning Commission <br />had thought the changes to the zoning map were housekeeping in nature until it heard <br />testimony by residents at the meeting that they were concerned about changing the C-l <br />zoning district to R-l. <br /> <br />Council Member Broussard Vickers indicated that the Planning and Zoning Commission <br />had thought this matter should be revisited since the changes do not have to be done right <br />away. She indicated that the wetlands are controlled by Rice Creek Watershed District <br />but residents are concerned about the ability to trade wetlands and fill property in. She <br />further indicated that the City may need to allow for C-l zoning in its Comprehensive <br />Plan and Ordinance #4. <br /> <br />Ms. Moore-Sykes indicated that Rice Creek Watershed District has the final say in the <br />wetland as well as the shoreline ordinance that is before the Metropolitan Council and <br />will soon be before Council for approval. <br /> <br />Council Member Broussard Vickers indicated that residents were told that the C-l zoning <br />would be kept unless there was a legal reason the City could not use that designation any <br />longer. <br /> <br />Council Member Capra indicated she had received a telephone call from a resident that <br />ws adamant that they wanted to retain the C-l zoning district because wetlands can be <br />traded. <br /> <br />Mr. Palzer indicated that there is a resident trying to build in the flood plain right now <br />that had preliminary approval from Rice Creek Watershed. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Nelson to close the public hearing. All in favor. Motion carried unanimously. <br /> <br />Mayor Swedberg closed the public hearing at 7:52 p.m. <br /> <br />Council recessed at 7:53 p.m. <br />Council reconvened at 8:02 p.m. <br /> <br />Page 6 of 25 <br />
