<br />about it and it was determined that the matter should be discussed at the budget work <br />seSSIOn. <br /> <br />Ms. Moore-Sykes indicated that it is typical for cities to allow an employee to make the <br />determination to take time off for comp time or be paid for it. <br /> <br />Council Member Capra asked if there was a limit to the amount of comp time an <br />employee could accrue. <br /> <br />Ms. Moore-Sykes indicated the City could set a cap and when that cap was reached the <br />employee would either have to take time off or be paid for the comp time. She further <br />explained, however, that the City could not limit the amount of comp time over all. <br /> <br />Council Member Travis indicated that comp time is covered in the City's personnel <br />policy. <br /> <br />Motion by Council Member Nelson. seconded by Council Member Capra to <br />approve the City of Centerville expenditures from October 11. 2001 through <br />October 24. 2001. All in favor. Motion carried unanimously. <br /> <br />Council Member Broussard Vickers questioned why the invoice from Resource <br />Strategies Corporation was on the agenda for the City to pay when it is a Ground <br />Development invoice. City Attorney Hoeft asked if Ground Development had paid the <br />City the administrative fee. <br /> <br />Council Member Broussard Vickers indicated she was not sure but said it seems that the <br />invoice is straight forward enough to be sent directly to Ground Development without the <br />City getting involved. <br /> <br />Council directed Staff to send the invoice to Ground Development for payment. <br /> <br />XI. COMMITTEE REPORTS <br /> <br />1. Standardized By-Laws <br /> <br />Council Member Capra indicated she felt this matter should be discussed by Council <br />based on the comments made by Mr. DeVine at the last Council meeting. She then <br />indicated that she feels that standardized by-laws are important and act as a tool for <br />residents serving on committees as to what the rules are and what is expected of them. <br /> <br />Council Member Broussard Vickers indicated she was not sure why committees needed <br />by-laws. <br /> <br />Council Member Nelson indicated that by-laws act as guidelines for things such as the <br />open meeting laws that committee members need to understand.
