<br />Ms. Moore-Sykes indicated she had received a number of phone calls concerning the <br />empty envelopes and had sent notices out that day to those that called. She also noted <br />that the notice is in the paper. <br /> <br />City Attorney Hoeft indicated that, unless the City's Ordinance specifically requires it, <br />the City does not have to mail notice to the entire community. He further commented <br />that he believes the meeting has been properly noticed and can be held. <br /> <br />Council Member Broussard Vickers indicated that the meeting may be continued anyway <br />depending on the input received. <br /> <br />Mayor Swedberg asked Ms. Moore-Sykes to make sure the meeting is posted in the <br />vestibule. <br /> <br />XI. PUBLIC WORKS DIRECTOR'S REPORT/CLERK/TREASURER'S REPORT <br /> <br />1. Valley Creek Annual Contract Renewal <br /> <br />Mr. Pa1zer indicated that Valley Creek does the City's mowing and weed-whipping <br />which costs the City between $23,000 and $28,000 per year. <br /> <br />Mayor Swedberg questioned when it became cheaper for the City to cut its own grass. <br /> <br />Ms. Moore-Sykes indicated that she and Mr. Pa1zer had been discussing the issue of costs <br />associated with the City cutting its own grass and had determined that it would cost <br />approximately $50,000 up front to obtain the equipment necessary to do so. She then <br />indicated that she intended to continue her research and work with City Staff to determine <br />whether it is fiscally more responsible for the City to purchase equipment and do its own <br />grass cutting or continue to contract out the work. <br /> <br />Council Member Broussard Vickers indicated there was time to gather more information <br />before the next meeting. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Nelson to table this matter until the next Council meeting. All in favor. Motion <br />carried unanimously. <br /> <br />Council Member Capra questioned whether Mr. Pa1zer was recommending that the City <br />enter into an agreement with Hugo and Lino Lakes for emergency management. <br /> <br />Mr. Pa1zer indicated that the City of Hugo and the City of Lino Lakes had approached <br />Centerville and asked the City to join a consortium whereby the public works staff from <br />each City would lend its services in the case of an emergency. He then indicated that, at <br />the time it was proposed, the City decided not to join and suggested it may be time to <br />reconsider that proposal. <br /> <br />Page 22 of 23 <br />
