<br /> <br />Police, Fire, Emergency Management and EMS <br />Suggested Response Activities <br />Suspected Anthrax Incidents <br />Developed by the State of Minnesota and FBI <br /> <br /> <br />October 16, 2001 <br /> <br />INITIAL RESPONSE ACTIVITIES <br /> <br />Call The State Emergency Operations Center Hotline at Metro 651-297-1304 or 1-800-657-3504 <br />or Minnesota State Duty Officer at 1-800-422-0798 or 651-649-5451. <br /> <br />1. Unopened Suspect Mail <br /> <br />o Place material in clear zip-lock type plastic bag and then in another clear bag. <br />o Label bag or secondary container with pertinent information. <br />o Take a police report and log material into evidence if it appears that there is criminal intent. <br />o Call The State Emergency Operations Center Hotline at Metro 651-297-1304 or <br />1-800-657-3504 for clarification on what will be tested. <br />o The Minnesota Department of Health Laboratory will not be testing these letters or packages <br />unless there is strong evidence that this is a criminal type of situation. <br />o Agencies will need to hold the material they decide to take into evidence for several days until <br />the final disposition is determined. <br /> <br />Note: The testing of all this type of sample is not practical and a lower priority than other samples. <br />_These will be looked at on a case-by-case basis and may take several days to determine if testing is <br />needed. <br /> <br />More infonnation will follow in the coming days. <br /> <br />2. Opened Suspect Mail With Threat But No Substance <br /> <br />o Place material in clear zip-lock plastic bag and then in another bag. <br />o Label bag or secondary container with pertinent information <br />o Take a police report and log into evidence. <br />D Contact the Minneapolis FBI command Post at 612-376-3200 <br />o Arrange for local transportation to the Minneapolis FBI Office. <br /> <br />Note: Additional follow-up will be up to the FBI on a case-by-case basis. <br /> <br />Ivfore information will follow in the coming days. <br /> <br />October 17, 2000 <br /> <br />2001-2 <br />
