Opened Suspect Mail With Some Type of Substance and Human Exposure <br /> <br />o Place material in clear zip-lock plastic bag and then in another bag. <br />o Close off the area where letter or package was opened. <br />o Label bag or secondary container with pertinent information <br />o Take a police report and log material into evidence ifit appears that there is a threat. <br />o Call The State Emergency Operations Center Hotline at Metro 651-297-1304 or <br />o 1-800-657-3504 for clarification on what will be tested. <br />o The state will contact the Minnesota Department of Health (MDH) Lab to determine if testing is <br />needed. <br />o Transport material if approved for testing and copy of police report to MDH lab at 717 <br />Delaware St. Mpls. MN 55440 <br />o MDH will notify when sample is tested. <br /> <br />Note: This is a higher priority sample and will be tested based on risk or in the order received. This <br />testing will take several days. <br /> <br />More information will follow in the coming days. <br /> <br />4. Opened Suspect Mail With Substance and Human Exposure And No Resources To Isolate <br />And Bag The Item(s) <br /> <br />o Isolate the area where letter or package was opened. <br />Cl Gather as much infoffi1ation as possible about the letter or package, threat information and <br />substance involved. <br />o Close off the area where letter or package was opened. <br />o Call The State Emergency Operations Center Hotline at Metro 651-297-1304 or <br />o 1-800-657-3504 for clarification on what will be tested. <br />o The State Emergency Operations Center and MDH will make an assessment of the situation <br />based on the information available and determine if a partial State Civil Support Team (CST) <br />deployment is needed. <br />CJ If CST is deployed local fire and police will be needed on scene for support. <br />o CST will conduct a field test and take a sample for the MDH laboratory to test. <br /> <br />Note: The field test preformed by the CST is not a 100% guarantee. Laboratory assessment will <br />still be needed to ensure sample results.
