<br />City of Centerville <br />Meeting Minutes <br />December 27, 2006 <br /> <br />Department, and the Criminal Investigation Division of Anoka County for their <br />assistance recently. <br /> <br />Sergeant Pat Aldrich briefly updated the Council on the activities of the Centennial Lakes <br />Police Department pertinent to Centerville. <br /> <br />VII. OLD BUSINESS <br /> <br />1. Joint Powers Agreement <br /> <br />City Attorney Glaser stated since their last meeting, the County agreed to concessions on <br />the streetscape plans. He noted they have not agreed to change the ponding, but he <br />believed the City would not have to pay the full amount of ponding costs or there was a <br />possibility of not paying any cost, which he would talk about to the Council privately. <br />He stated in total they were about $500,000 from where they started. He recommended <br />that the Council pass the agreement in its current form. He did not believe that the City <br />would receive any additional concessions. <br /> <br />Mayor Capra stated she would like to make this contingent upon receiving the agreement <br />in writing. <br /> <br />City Attorney Glaser stated he would clarify the language in item 4b with the County. <br /> <br />Council Member Paar stated he was going to vote against this agreement because there <br />was $500,000 that should not be there. He noted he was for the road and they needed the <br />road, but when he ran for re-election he wanted to make sure the City paid for what they <br />should and he believed they were paying $500,000 too much, which he believed was the <br />County's error. He stated he would support the road and this was strictly a moral issue <br />for him. He indicated he was displeased with how this was handled by the County. <br /> <br />Council Member Lee stated he agreed with Council Member Paar that they were paying <br />too much money. He stated he would not provide a "no" vote on this issue. He believed <br />the County would receive Council Member Paar's message, but they needed to do the <br />road even though he did not agree with the costs. <br /> <br />Council Member T erway stated they needed this to happen in order to make the <br />downtown happen. He agreed with Council Member Paar with respect to the costs, but <br />he believed staff had reduced those costs as much as possible. He noted this road would <br />benefit the City for many years to come. He stated he supported the project and would <br />vote for it. <br /> <br />Council Member Lakso noted if the road was not redone, it would deteriorate.
