<br />City ofCenterville <br />CenterviUe DowntownRedevefopment Project <br /> <br />December 29,2006 <br />Page 3 <br /> <br />Task 4: Air Quaiity and Noise Impact Analyses <br /> <br />SBP Associates will complete the air qualityandnoise impact analyses. One meeting is anticipated tobe <br />needed. The noise analysis will include: monitoring at up to three locations in order to assess existing <br />project-area noise levels; modeling using the Minnoise computer model to predict post-project noise <br />levels; and preparation of a report for attachment to the EAW. The report will include a summary of <br />results comparing projected noise analysis results to appropriate standards, a description ofthe analysis <br />process and methodology, noise modeling and monitoring results, and the traffic information used in the <br />analysis. <br /> <br />The air quality analysis will consist of dispersion modeling, data analysis and report preparation. <br />Background carbon monoxide monitoring is not included as it is unlikely to be required for this <br />study. SBP will use the CAL3QHC computer model to predict the post-development air quality impact <br />ofthe project-area traffic on nearby receptors. For attachment to the EA W, a report will be prepared that <br />includes a summary of results comparing projected carbon monoxide levels to appropriate standards, a <br />description ofthe analysis process and methodology, carbon monoxide modeling results, and the traffic <br />information used in the analysis. <br /> <br />Task 5: Analyze Information in EA W Context and Format, Prepare Draft EA W <br /> <br />Once environmental issues have been identified and the relevant information has been collected, analysis <br />of predicted environmental impacts can be completed. This task is designed to predict the proposed <br />project's environmental impacts within the EQB intent and guidance. Information from the supporting <br />studies conducted under Tasks 2-4 (traffic, wetlands, air quality and noise impacts) will be incorporated <br />into the EA W. <br /> <br />During this task, the specific questions in the EA W form are responded to, using development plans and <br />other relevant information as the factual basis for analysis and response. All responses will be of a length <br />and type appropriate to there levance of the question, and may include for reference figures, tables, maps, <br />. and/or related correspondence. The completion of this task will include a draft copy of the EA W <br />submitted to the City of Centerville as theRGU for review of its content and accuracy. <br /> <br />Task 6: Revise EA W withRGU Review Comments, Prepare and Distribute EA W Copies, Prepare <br />and Submit EA W Notice to EQBand Local Newspaper <br /> <br />This task encompasses preparing copies of the EA W (both paper and electronic, if requested) for <br />submittal to the RGU for adoption/approval for publication. This task also includes incorporating <br />comments and responding to questions the RGU may have prior to adopting and releasing the EA W for <br />public comment. It is assumed that approximately 10 copies of the EA W will be needed for City <br />approval. <br /> <br />The EA W will be prepared and distributed to the agencies on the EQB EA W Distribution List. The <br />number of copies needed for distribution varies depending on the nature and location of the project, as <br />well as the number of other parties who have expressed interest in the project. In most cases, <br />approximately 35-40 copies are needed. A notice of EA W availability will be submitted to the <br />Environmental QualityBoard (EQB)for publication in the EQB Monitor. A notice will also be submitted <br />to a local newspaper as required by EQB rules. <br />
