<br />City ofCenterville <br />Centerville Downtown Redevelopment Project <br /> <br />December 29, 2006 <br />Page 4 <br /> <br />Task 7: Response to Comments, Findings of Fact and Record of Decision <br /> <br />After the EA W has been through the 30-day comment period, Task 7 entails providing written responses <br />to questions raised by commenter's. The level of effort needed to address this task is difficult to predict <br />because the nature and number of comments to be received is unknown. For the purposes of this <br />proposal, we are anticipating that approximately 8-10 different comments will be received and that no <br />additional studies will be needed. to address the comments. Note that we may receive more than 8-10 <br />comment/etters, but we are anticipating that some of the letters will contain similar comments. <br /> <br />Task 7may also involve assisting the RGU with preparation of the Findings of Fact and Record of <br />Decision (FOF/ROD), if assistance is desired. For this project, we are assuming Bonestroo will assistthe <br />City in this effort and will prepare and distribute the final documents with City input. It is assumed that <br />approximately 10 copies of the final documents will be needed for City approval. After approval of the <br />FOF/ROD, the official document is distributed along with the Response to Comments to all those who <br />commented on the EA W, as well as the agencies on the EA W Distribution List. The Notice of Decision <br />will be submitted to the EQB for publication in the EQB Monitor. <br /> <br />. Task 8: Meetings <br /> <br />. In addition to the meetings included in the scope of Tasks 2 and 4 above (traffic and noise/air impact <br />analyses), our proposal includes one Bonestroo staff person in attendance at the two City Council <br />meetings where key EA W approvals are scheduled to occur. If additional meetings or presentations <br />. becomenecessaryduring the EA W process, they will be billed on a time and materials basis as an <br />additional service. <br /> <br />SCHEDULE <br /> <br />A schedule for the EA W process is summarized below; a more detailed schedule is attached. <br /> <br />Task 1 <br /> <br />Task 2 <br /> <br />Task 3 <br /> <br />Task 4 <br /> <br />We estimate that Task 1 willtake approximately three weeks to complete after project <br />authorization, subject to the receipt of information requested from the project proposer, <br />the City of Centerville, other government agencies contacted, etc. <br /> <br />Once authorized to begin, the traffic analysis could be completed with a draft report <br />provided to the City for review within 8 weeks, assuming timely meetings can be <br />scheduled to fit. Please note that once the traffic study begins, changes to the proposed <br />development land uses would require us to re-start our process, potentially incurring <br />additional time and expenses. <br /> <br />The wetland determination can be completed soon after project authorization, depending <br />on weather conditions. Results of the determination will be incorporated into the EA W. <br />The wetland delineation can be completed when the growing season commences (spring <br />2007) and can be completed within two weeks. Results of the delineation will not be <br />available for publication in the EA W but may be available for inclusion in the Findings <br />of Fact. <br /> <br />The noise monitoring can be conducted immediately following the notice-to-proceed and <br />the kick-off meeting. It will take one or two daysofgood weather days to complete. The <br />noise modeling can begin as soon as SBP receives existing and post-development peak- <br />hour traffic volumes for the affected roadways. The modeling and draft reportcan be <br />completed within two weeks from receiving the traffic volume data. <br />
