<br />Council Member Broussard Vickers noted that residents are still looking at 2006, if <br />Council holds to the Comprehensive Plan, before they would receive sewer and water. <br />Mayor Swedberg noted residents could petition the City for sewer and water on Center <br />Street and the City would do a feasibility study for assessment numbers. <br /> <br />Council Member Nelson indicated that she would respond to Mr. Okano <br /> <br />City Attorney Hoeft clarified that it is not a gooq idea to have the City Engineer advising <br />individuals as to how to solve the water problem on their own to the possible detriment of <br />their neighbors. <br /> <br />Council Member Broussard Vickers indicated that it would take a lot of money to solve <br />the water issues on Center Street. She then indicated that all the residents would need to <br />install drainti1ing in order to make sure all residents benefit from the sewer in the street. <br />She further indicated that, if one resident spends the money on drainti1ing and his <br />neighbor does not, that resident may still have a water issue after spending a lot of <br />money. <br /> <br />Council recessed at 8:42 p.m. <br />Council reconvened at 8:48 p.m. <br /> <br />3. Quad Cities Police Update <br /> <br />Mayor Swedberg indicated the City had received a letter inviting Council to a meeting on <br />October 22, 2001 concerning the Quad Cities Police Department Budget for 2002. He <br />further indicated the letter had said that Centerville approved the budget for the Police <br />Department which he does not remember doing. <br /> <br />Council Member Broussard Vickers indicated that Council had approved a regular <br />budget. <br /> <br />Mayor Swedberg indicated there is a question as to whether the cities will support the <br />suggested $50,000 increase to bring more officers to the police department. He further <br />indicated that the first year costs are low but the amounts slowly increase. <br /> <br />Mayor Swedberg noted that Council had approved a fire department budget not the police <br />budget. He then indicated that Council had not acted on the budget because of the issue <br />of increasing liability for vacations not accounted for as there have been no in depth <br />discussions on the matter. <br /> <br />Council Member Broussard Vickers stated she felt the City needed to attend the meeting <br />but said Council should meet to discuss the budget so representatives of Council <br />attending the October 22, 2001 would know what the City can afford to contribute. <br /> <br />Council Member Broussard Vickers questioned if it were possible that Centerville would <br />have to pay for all three cities to get extra officers. <br /> <br />Page 9 of 18 <br />
