<br />< <br /> <br />DATE DUTY LAW <br /> NOVEMBER 2001 <br />Nov. 22 Thanksgiving Day, mandatory legal holiday. No public Minn. Stat. <br /> business shall be transacted, except in cases of SS 645.44, subd. <br /> necessity. State law does not allow off sale of liquor. 5; 340A.504 <br /> .. <br />Nov. 23 Day after Thanksgiving, optional legal holiday as Minn. Stat. <br /> determined by city council. If council declares holiday, no SS 645.44, subd. <br /> public business shall be transacted except in cases of 5; 340A.504 <br /> necessity. Liquor sales, both 01'1- and off-sale, are <br /> permitted under state law. <br />Nov. 29 First day city choosing to hold truth-in-taxation hearing Minn. Stat. <br /> this year may hold initial hearing. (Cities of 500 or less S 275.065, subd. <br /> are exempt from the hearing requirements.) Not less 6 <br /> than two nor more than six business days before initial <br /> hearing, cities over 500 but not over 2,500 must post, <br /> and city over 2,500 must publish, ad stating date, time, <br /> and place of hearing. Hearing must take place after <br /> 5 p.m., except if on Saturday. Sunday hearings are not <br /> permitted. If hearing not completed on scheduled date, <br /> city must ahnounce date, time, and place for continuation <br /> prior to adjournment. Continued hearing must take place <br /> at least five but not more than 14 business days after <br /> initial hearing. The city cannot adopt levy or budget at <br /> initial hearing or at continuation hearing. At the end of the <br /> hearing or continuation hearing, city must announce time <br /> and place for "subsequent hearing" at which city must <br /> adopt fina/levy and budget, no later than Dec. 28. This <br /> can be a regularly scheduled council meeting or a special <br /> meeting scheduled for the subsequent hearing. The <br /> budget and levy adoption hearing cannot be on the same <br /> date as the initial hearing or continuation hearing. The <br /> final levy must not exceed proposed levy certified in <br /> September, except as statutes specifically allow. <br />Nov. 30 Last day for city to certify to the county auditor the Minn. Stat. <br /> seNice charges within a special seNice district that are S 428A.05 <br /> to be levied on the net tax capacity of the affected <br /> properties. <br /> <br />20 <br />
