(the <br />"Owner"). <br /> <br />The Owner owns fee title to the property described as PIN #R23-31-22-34-0001 and PIN <br />#R23-31-22-43-0001 (the "Subject Property"). Owner hereby petitions the City to <br />construct sanitary sewer, water, storm sewer, streets, sidewalks, curb and gutter and trails <br />(collectively, "Public Improvements") to serve the Subject Property. Owner requests that <br />the City specially assess 100% of the cost of the Public Improvements against the Subject <br />Property under Minnesota Statutes, Chapter 429.
