I <br />contacted Ms. Kris White from the League of Minnesota Cities Risk Management in <br />regards to the above and proper signage at the park. <br /> <br />Upon several telephone conversations with Ms. White she stated that the League <br />recommends rules/regulations that are clearly readable; however, it is not required nor is <br />a sign itself required. Ms. White stated that the minimum allowable height of the <br />lettering of said sign is 5/8". Ms. White stated that it is not required to have telephone <br />access at the park. It is not required to have an attendant at the park. Ms. White stated <br />that no additional insurance (above and beyond what the City currently has) is needed to <br />operate the park. The Wheels Park is a Tier I park which is considered the same as park <br />playground equipment or baseball diamonds. Ms. White stated that most parks post their <br />rules and regulations to assist in any questionable liability and assist in conduct type <br />matters. Tier II parks require signage and have additional requirements. Ms. White <br />questioned the placement of the sign and stated that the sign should be clearly visible <br />prior to entry into the skating facility so that the individuals must proceed by same or the <br />drop off/pick up area so that parents can read same. The sign currently is not located in <br />these areas. I believe the sign has been temporarily attached in its current position and if <br />desired, it would take minimal time and expense to have Public Works staff relocate <br />same. Ms. White recommended the addition of rule #7, page 127 with an amendment of <br />"the City" instead of staff. <br /> <br />Ms. White also stated that Mr. Tom Gross is the City's loss control agent and is very <br />versed in skate parks. Mr. Gross can be contacted at (612) 766-3165. Mr. Gross is on <br />vacation until August 27, 2001. <br />
