June 27, 2001
Council Meeting Minutes
Mayor Swedberg noted a meeting was held on June 2ih with the four mayors of
Lino Lakes, Centerville, Circle Pines and Lexington to discuss going from a three
city police department to a quad city department. He noted the organization
would follow the same model as the fire department.

Mayor Swedberg indicated he felt this shift would only increase service to all
cities involved. He noted this was not a contract for service but a partnership for
the cities.

Mr. March indicated there would be a joint meeting on June 28, 2001 at 7:00 p.m.
regarding the Tri-City 2002 budget at the City of Lexington. He encouraged all
Council members to attend.

Mr. March stated the City of Lino Lakes is suggesting a task force be created
among the Mayors and City Administrators of the four cities involved. He noted
the next meeting would be held on July 13,2001.

Parks and Recreation Committee Recommendations

Mr. March gave an overview of the Park and Recreation Committee
recommendations. He reviewed the carry over from the 1999 park dedication
funds as being $31,675 with an additional $74,000 from Hunter's Crossing.

Mr. March stated the 2001 budget for the capital outlay was $50,000, with interest
of$1,338 for the year 2000 giving the park fund a total of$157,013. He indicated
the Park and Recreation expended $17,060.96 through June of 2001 leaving them
$139,952.04 for the proposed expenditures before the Council.

Council Member Nelson questioned how short the Park and Recreations was at
this time. Mr. March stated they were roughly $42,000 short at this time for their
proposed expenditures.

Mayor Swedberg stated he had concerns with the concession stand regarding
health and safety measures. He noted a needs assessment should be completed
before this items proceeds. Council Member Travis concurred.

Council Member Broussard Vickers noted Mr. Bisek stepped forward asking the
City to allow him to sell concessions at LaMotte Park temporarily for the year
2001. She noted Mr. Bisek would be responsible for pulling all necessary permits
and absorbing all costs incurred, including sales tax.

Council Member Broussard Vickers indicated the Park and Recreation Committee
would leave it up to Mr. Bisek to determine what and when to sell items at the
park.

Council Member Nelson stated she would not like to see the Council step into this
until a needs analysis was determined by the Park and Recreation Committee.
