E-Mailed to Council on 5/3/01 at 11 :34 a.m.
Apri125, 2001 Council Minutes

Council Member Nelson questioned whether the meeting could be held at Mr. DeVine's
office. Mr. De Vine stated that they had recently leased the main floor level of the
building and offered the use of his conference room for the meeting.

Consensus was to hold the meeting on May 15, 2001 at 7:00 p.m. at Mr. DeVine's
Office.

4. Trail in Front of AppleTree Square

Mr. Peterson stated that there are two (2) options for the trail. One option is to pave over
the existing overlay of the trail. The maximum width of the trail would remain six (6)
feet wide. Mr. Peterson noted that three (3) drainage locations would need to be
installed. Mr. Peterson advised same to be concrete swales that would allow movement
of water across the trail and into the ditch. The second option is to fill in the ditch and
make the trail eight (8) or ten (10) feet wide. The approximate cost for the first option
would be $3,000 and the second option would be $10,000 to $11,000. Mr. Peterson
stated that the second option would need Anoka County approval to fill in the existing
ditch.

Council Member Nelson questioned the possibility of using metal grates instead of
concrete swales. Mr. Peterson explained that metal grates do not work well during the
freeze/thaw cycle and are not recommended.

Council Member Capra questioned whether the same option could be utilized for the new
stripe mall development. Mr. Peterson stated that the trail would drain into a catch basin
at that site.

Motion by Council Member Nelson, seconded by Council Member Capra to offer
the first option to Mr. Drillin2: for the trail on the west side of AppleTree Square.
All in favor. Motion carried unanimously.

Motion by Council Member Broussard Vickers, seconded by Council Member
Nelson to approve the commencement of accepting Request for Bids re2:arding the
Laurie LaMotte Memorial Park Electrical Plans based on any amendments from
the Parks and Recreation Committee. All in favor. Motion carried unanimously.

XI. PUBLIC WORKS REPORT

1. 6961 Dupre Road (Driveway Accessibility)

Mr. March stated that the City would incur $365 per hour plus tax to rent a bobcat with a
mill attachment and trailer. It was anticipated that the project would take four (4) hours
to complete.
