Intern Recommendations

Mr. March stated he interviewed three interns last week. He recommended
Michael Duffek from Minneapolis for this position. Mr. March noted the intern
would receive $10.00 per hour with no benefits.

Council Member Broussard-Vickers asked how long Mr. Duffek would be
employed by the City. Mr. March stated this would be for a minimum of three
months, as this has been the practice in the past.

Motion by Mayor Swedberg. seconded by Council Member Broussard-
Vickers to approve Michael Duffek as the City's Planning Intern. All in
favor. Motion carried.

Park and Recreation Committee Items

Lisa Heiselhorst noted she has spoken with a helicopter company to provide rides
at the Fete des Lacs Festival. She indicated there would be no expense to the
City. Ms. Heiselhorst explained the Committee would need to have 100 square
feet of space available to land the helicopter within the park. She suggested
holding the rides at LaMotte Park in the soccer field or in the field near St.
Genevieve's.

Council Member Broussard Vickers asked that the police department be contacted
with regard to any objections. Mr. Hoeft agreed.

Council Member Capra asked what liability the City would have with this type of
entertainment. Mr. Hoeft indicated the insurance held by the helicopter company
would need to be inspected and reviewed.

Mayor Swedberg asked that the committee check the maintenance qualifications
and with the County Aviation Official at the Anoka County Airport with regard to
the entrance and exit to the flight path. He indicated he felt safety was of the
utmost importance to the residents.

Council Member Capra explained she felt landing at the elementary school may
be a better location than LaMotte Park, due to the crowds of people at the
celebration.

Ray De Vine asked if the park members would have to return to Council with this
item or if they could go forward if all things checked out. Mayor Swedberg stated
that if all things checked out the committee could go forward.

Mayor Swedberg reviewed the first recommendation as submitted by the Parks
and Recreation Committee. He noted the first recommendation was with regard
to the completion of the fencing at Laurie LaMotte Park.

Motion by Council Member Broussard-Vickers. seconded by Council
Member Capra to approve the additional expenditures of $1.500 for a fence
at Laurie LaMotte Park due to the unavailability of the public works
9 of 11
