Justified or not, their apprehension has been fueled by recent <br />newspaper articles, various documents, and general lack of communication. <br /> <br />Rightly or wrongly, the current situation is rife with rumors and has effected a high level of anxiety, not only on <br />the Commission, but also within the rank and file of the Centennial Lakes Police Department. <br /> <br />Although this may be an opportune time to explore the merits of forming a quad-city police department, the <br />Commission, in response to prevailing attitudes, respectfully recommends: <br />1) Respective city councils approach the issue with openness and sensitivity to dispel further rumors and <br />unrest. <br />2) Limiting any further inter-city discussions, at this point, to the adoption of a formal procedure for evaluating <br />any and all organizational and management options. <br />3) Developing a task force process similar to the successful process, which was used to evaluate and develop <br />the existing tri-city joint powers agreement. <br />4) A Police Commission representative be invited to any further discussions regarding the formation of a quad- <br />city police department. <br />5) Providing the Police Commission with a copy of all formal communications between member cities and the <br />City of Lino Lakes regarding formation of a quad-city police department. <br /> <br />Although the concerns of the Commission and department personnel may be premature, we would like <br />assurance that the proposal submitted by the Lino Lakes police chief is not a "done deal" as has been reported, <br />and that the councils do not intend to rush this important decision. <br /> <br />Respectfully sUbm~. d, <br /> <br />1 ,/1 '; ~ ,f. .)
