Such a department potentially could
comprise the cities of Centerville, Circle Pines, Lexington, and Lino Lakes, and might
result in a merger between the existing Lino Lakes Police Department and the existing
Centennial Lakes Police Department.

We have been part of discussions about a quad city department for a number of years.
Our discussion of this issue in no way indicates dissatisfaction with the quality of our
present police officers and the services they provide. We feel fortunate to have high
quality personnel who act with competence and professionalism to meet the law
enforcement needs of our citizens. We would be remiss, however, if we did not explore
potential cost savings and other benefits that might accrue from a merger of the two
existing departments.

At the request of the Lino Lakes City Council, Lino Lakes Police Chief David Pecchia
has prepared a draft proposal outlining one version of a quad city department. We invite
and encourage the Centennial Lakes Police Department to draft its own proposal for a
quad city department by October 1,2001. This would provide two different versions as a
starting point for research, discussion, and evaluation.

Printed on Recycled Paper
