<br />RAFT <br /> <br />Transition <br />Associated tasks that must be completed with a proposed time <br />table: <br />07/01 - The four city councils commit to pursue Quad City <br />Police Department concept. <br />08/01 - The Centennial Lakes Police Commission commits to <br />the Quad City Police Department and the dissolution of the <br />current agreement is initiated. <br />09/01 - The city councils take action to create the Quad <br />City Police Department. <br />The city councils establish the new governing <br />steering committee. <br />The funding formula and budget are established. <br />The Chief of Police is selected. <br />The department personnel are selected. <br />The unions negotiate paYl benefits and seniority <br />issues. <br />10/01-12/01 - Plan to address attrition issues is developed <br />with Lino Lakes Police Department and Centennial Lakes <br />Police Department to insure service levels are maintained <br />for the citizens we serve. <br />Records transfer begins. <br />Disposal of unnecessary capital equipment begins. <br />Policy Manuals are merged to create one document. <br />Ordinance, State Statute, Federal laws and Joint Law <br />Enforcement Council Issues are identified and <br />addressed. <br />Employee orientation begins. <br />Neighborhood Meetings are conducted to discuss Quad <br />City Police Department Community Policing Strategies. <br />Policing Precincts are established and publicized. <br />Neighborhood Watch Group meetings are conducted to deal <br />with relevant issues and concerns. <br />Volunteer recruitment begins. <br /> <br />Jan. 02 - Quad City Police Department begins operation. <br /> <br />Dated 6/21/01 <br />
