<br />Original Goals Presented to Committees (Continued) <br />. Parks and recreation is another area identified by Council. Items mentioned are <br />youth recreation progams, trail and pedestrian access linking public facilities and <br />neighboring communities including a plan for Main Street, improvements at La Motte <br />Park including a range of items from skateboarding, concession buildings, electrical <br />improvements. Council keeps the option of a Community Center as a longer-term <br />goal, but it is not viable in this 2-year window. Perhaps the biggest challenge in <br />recreation is which model will Centerville adopt to provide opportunities for our <br />citizens. One model is YMCA/Boys and Girls Clubs. A second model is school- <br />community partnerships as described by the Wallace-Readers Digest Foundation. A <br />third option is to develop our own program. Let's demonstrate success with small <br />pilot projects that can be evaluated for the long term. <br /> <br />. Infrastructure planning is a major concern of the Council. Maintenance of roads, <br />water, and sewer facilities must be planned with regular maintenance and <br />replacement before systems fail. Within this category are items such as a new <br />watertower, sewer and water line extension, pavement management plan, surface <br />water management plan, capital improvements plan, and storm drainage and pond <br />maintenance. <br /> <br />. Traffic management is another goal, but is focused externally towards the State <br />and Federal Governments. We will ask for assistance in fixing the safety problems <br />at 135E and Main Street. We will encourage the dialog to build ramps to connect <br />135E and 135W at the "Y" north of Centerville. Council will take the lead on these <br />issues. <br /> <br />. Financial stewardship, budget allocation, and policy are Council's responsibility <br />and will be discussed regularly throughout the year. <br /> <br />Committee Visits and Open Houses <br />In February, Council scheduled meetings with every committee to inform them of the <br />ideas and solicit input. From these meetings a new document was drafted and <br />distributed to all committees, city staff and Council on March 19. Comments were <br />solicited to modify the second draft document. <br /> <br />At the end of March, open houses for citizen input were scheduled for Saturday morning <br />April 7 and Tuesday evening April 10. Funding was eliminated from the draft document <br />for the open houses as a discussion of the ideas was important not the budget amount. <br />Less than 10 citizens offered comments. <br />
