<br />February 28,2001 <br />Council Meeting Minutes <br /> <br />Public Works site located at 1694 Sorel and the Turcotte property would also be excluded <br />from same and its ramifications. <br /> <br />Mr. March stated that the primary issue is whether it is feasible to run utilities to the <br />downtown area. The hearing would bring resident input. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Nelson to waive the reading and approve Resolution #01-005. a resolution receiving <br />the report and calling for a hearing on water main extension and streetscaping for <br />the downtown area. All in favor. Motion carried unanimously. <br /> <br />12. <br /> <br />Committee Liaisons <br /> <br />~: <br /> <br />Council Member Capra referred to the information she submitted in Council packets <br />concerning a synopsis of what type of decision would be made in regards to what form of <br />liaison role the Council would have with committees/commissions. <br /> <br />Council Member Nelson stated she was concerned for a liaison acting on their own at a <br />meeting. <br /> <br />Council Member Broussard Vickers stated that the Planning and Zoning Commission and <br />Parks and Recreation Committee both desired liaisons. The Economic Development <br />Committee (EDC) had stated they desired a liaison in the capacity of being called upon <br />when needed. Council Member Broussard Vickers stated that individuals that serve on <br />committees/commissions ~e~olunteers and to request that they attend a Council meeting <br />is requesting a bit toof ouncil Member Broussard Vickers also stated that her <br />impression of a liaison is to give a more general feel as to how to arrive at a decision that <br />needs to be made. A liaison may be privy to information the committee/commission may <br />not be and may have the ability to steer the committee/commission down the correct path <br />to ascertain the most responsible decision. <br /> <br />Council Member Capra stated that one (1) of the members of EDC had stated the <br />necessity for rotating liaisons. <br /> <br />Council Member Capra stated she had learned that committee/commission members <br />received a stipend. Council Member Capra stated that she desired to empower <br />committees/commissions and have a representative attend Council meetings to forward <br />communications and status reports. Council Member Capra also stated that she had <br />received comments that the liaison takes over the meetings and almost acts as Chair at <br />times. Council Member Capra desired to increase the current stipend of $10 per meeting <br />attepdance. <br /> <br />Mr. Ray DeVine, 1837 Revoir Street, stated that he was present at the Joint <br />Council/Planning and Zoning Commission meeting and it was clear that the Commission <br />desired to retain having a liaison at their meetings. Mr. De Vine commented that liaisons <br />were also desired for both Parks and Recreation and Fete des Lacs Committee. Mr. <br />DeVine stated that he cannot understand how Council could even consider dropping the <br />liaisons when 95% of the people at the meetings desire to retain same. <br /> <br />Page 9 of 14 <br />
