After discussing the building permit review and approval procedures, Mrs. Blake seemed
to be somewhat appeased. I believe the City followed all appropriate procedures in
regards to this matter.

My primary concern is to look at the existing procedures to see if there is a way to
improve the current process to eliminate another situation like this from occurring.

My suggestion for improvement is to have Council require in the developer's agreement
that the proposed homes be built on the proposed pads and that it is the developer's
responsibility to distribute this information to their builders. We may have to determine a
maximum setback or limit the size of the building pad. This process would require the
Building Inspections department to verify that the proposed foundation is placed on the
existing building pad. This would have to occur at the time of the footing inspection.

We would then also need to specifY the degree that a home could be shifted off of the
building pad before triggering a variance or an amendment to the grading plan. The
responsible party for reviewing this would have to place those findings in writing and
then be responsible for that decision.

.
