I have spoke to the chair of the committee since the last meeting and offered some suggestions. I am hopeful that these suggestions will help refocus our volunteers and let them perform the tasks that they wish to complete. My suggestions are as follows: 1) The committee needs to submit an overall budget to Council for review and approval immediately with a breakdown of each sub-committees planned expenditures 2) A hearing would be held by Council, if necessary, to discuss revisions or to gather input from committee members. 3) Committee members would receive their approved budget and the sub- committees would be charged with performing within their approved budgets The by-laws of the committee will recognize the committee as being formally established. However, I believe that some of the items such as sub-committee reporting to the entire committee, sub-committee organization, volunteer recruitment, advertising and publicity for individual components of the festival and information distribution needs to be decided through the establishment of internal committee policy. At the time of writing this annotation, the chair had indicated that he was working on a rough draft budget to be included in Council packets. If this document is received in time for packet distribution you will find it attached as an exhibit. I am confident that this committee will benefit by having the Council review and approve their budget as Council does for other committees. I sensed support from this suggestion at the last festival meeting. Thank you for your careful consideration of this item.
