<br />I <br /> <br />February 28,2001 <br />Council Meeting Minutes <br /> <br />Council Member Travis suggested that friendly reminders be forwarded to residents <br />requesting the removal of snow from the sidewalks. <br /> <br />VII. UNFINISHED BUSINESS <br /> <br />None. <br /> <br />.~ <br /> <br />VIII. NEW BUSINESS <br /> <br />1. Commercial/Retail Center - Lloyd Drilling <br /> <br />Mayor Swedberg stated that Council had reviewed the Developer's Agreement and <br />questioned whether Council had any concerns that it desired to be addressed. <br /> <br />Council Member Capra questioned the private improvements completion date of 2002. <br />Council Member Capra expressed her concern for residential property abutting same. <br /> <br />Mr. Peterson stated that it is common to allow a year for final improvements to be made <br />and allow ample time for settling and grass or sod installation. <br /> <br />Council Member Travis questioned whether Mr. Drilling had a problem with requiring <br />the improvements to be completed by December 31, 2001. Mr. Drilling stated that <br />completion would be subsequent to weather conditions. Mr. Drilling stated his desire to <br />complete same by the end of the year. <br /> <br />Council Member Broussard Vickers stated that the City typically allows one and a half (1 <br />12) seasons to complete a project in order to accommodate weather conditions. <br /> <br />Mr. March stated that releasing the letter of credit provided by the developer is incentive <br />for completion of the project. <br /> <br />Council Member Nelson questioned whether Mr. March reviewed the Developer's <br />Agreement to ensure that all ordinances were met. Mr. March concurred. Mr. March <br />stated that language regarding the western trail had been excluded from the agreement. <br />Council Member Nelson stated that she believed Council consensus was to enter into a <br />separate agreement for same. <br /> <br />Council Member Broussard Vickers requested that Mr. Drilling check with the City to <br />ensure that no changes had been made in the trail requiremehts prior to construction of <br />same. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Travis to approve the Developer's Agreement as presented. All in favor. Motion <br />carried unanimously. <br /> <br />Mr. Drilling requested that Council approve combining the two (2) parcels in order to <br />receive a new property identification number.
