<br />\ <br /> <br />February 28,2001 <br />Council Meeting Minutes <br /> <br />Council Member Nelson requested that Staff research trail requirements for this area with <br />Anoka County and the Rice Creek Watershed District. Mr. March suggested that Council <br />direct Mr. Peterson to prepare a cost estimate for same. Council requested that Mr. <br />Peterson prepare a cost estimate and research the requirements to fill in the ditch and <br /> <br />~econstruct the trail to correct the slope noting Council desired to know the possibility of <br />reconstructing the trail by filling in the ditch and associated costs. Mr. Peterson <br />requested delaying this item until spring allowing ample surveying of the property. <br /> <br />2. Sensus (Equipment/Installation/Upgrades - Software) <br /> <br />Mr. March referred to a memo submitted by Staff requesting purchasing of software. Mr. <br />March that the funds to purchase same would be expended from the Water Fund. Mr. <br />March stated that the software would save time and steps in posting information to the <br />accounting software. <br /> <br />Mayor Swedberg stated that caller identification and a dedicated phone line would also <br />need to be installed and. not included in the recommended software purchase in the <br />amount of $4,685. <br /> <br />Mr. Palzer stated that Ccmncil.would need to decide if it desired to charge residents a <br />$100 installation fee for units to; be installed in homes more than three (3) years old. <br /> <br />Council Member Capra stated she had received concerns from residents who may have <br />purchased homes that had previously been modified without appropriate permits. <br />Council Member Capra stated that residents are concerned about ramifications from the <br />City in regards to same. Mr. March explained that Staff would more than likely do sump <br />pump inspections at the same time as meter programminglinstallation. Mr. March stated <br />that the City would ensure proper use of same. Mr. March stated that in his opinion, the <br />City does not desire to "heavy hand" residents and charge them for modifications that <br />may have been completed without appropriate permits. <br /> <br />Mayor Swedberg questioned whether a resident could refuse the installation of the unit. <br />Mr. Hoeft explained that a resident could refuse same, however, an Administrative <br />Search Warrant could be obtained by the City to allow access and installation of same. <br /> <br />Mr. Palzer stated that Staff would not be looking to fine residents, however, if an <br />immediate safety concern existed it would need to be addressed. <br /> <br />Council Member Nelson suggested notifying residents that they can expect to pay $100 <br />for the unit. Mr. March stated that he anticipated this to be a fairly lengthy installation <br />process so residents would not see the unit installed for some time. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to approve the purchase of the Sensus software as presented.
