<br />\. <br /> <br />February 28, 2001 <br />Council Meeting Minutes <br /> <br />discussed the possibility of purchasing the land and renting her a unit until such time as <br />she is accepted into senior housing. <br /> <br />Mr. March briefly discussed the downtown redevelopment. <br /> <br />7. TIF (First Class Concrete) <br /> <br />-.-; <br /> <br />{ 'Mr. March stated that First Class Concrete is proposing to construct an office/warehouse <br />facility on the property located north of R & R Leasing on 20th Avenue and is requesting <br />tax increment financing. Mr. March stated that the City currently has a tax increment <br />financing policy in place. <br /> <br />8. Laurie LaMotte Memorial Park <br /> <br />Mayor Swedberg stated that Council recently met with the Parks and Recreation <br />Commission to discuss Laurie LaMotte Memorial Park and improvements to same. <br />MaY9r Swedberg stated that he received a lot of information and got clarity on many <br />issw7at the meeting. <br /> <br />Mr. March explained that the City is intending on submitting a grant application for <br />playground equipment, concession/shelter building, electricity, and a skate park to be <br />used in conjunction with the existing hockey rink. He stated that the City forwarded <br />letters to residents that own property within 500 (five hundred) feet of the park and <br />invited them to a public hearing at the next Parks and Recreation Meeting. Mr. March <br />explained that the meeting between Council and the Parks and Recreation Committee was <br />to discuss funds available and how to proceed with the improvements. Consensus of the <br />Parks and Recreation Committee was that they were interested in providing electricity to <br />the park and desired to wait for public input prior to deciding whether or not to run <br />lighting to the baseball fields. Mr. March stated that the primary issue is to have <br />electricity installed prior to the Fete des Lacs Festival in early August. The Centerville <br />Lions Club has volunteered to provide labor to construct a concession stand/shelter, but <br />currently, no funds are available. <br /> <br />9. Council Information and Process <br /> <br />Council Member Nelson submitted information from the League of Minnesota Cities <br />Handbook for Council review. <br /> <br />Council Member Nelson stated that she thought Council should discuss the concerns <br />raised by Mr. Wilharber at the previous meeting in more detail. She stated that she was <br />disappointed that Staff did not ascertain everyone's input prior to modifying the date of <br />the previous meeting. She then stated it would have been more appropriate for the entire <br />Council to discuss the complaint received and decide whether representatives of Council <br />would meet with the local business owner to investigate the complaint. However, there <br />was a concern for negative publicity for the business owner. Council Member Nelson <br />stated that she believed Council needed to work as a team in the future. <br /> <br />Page 6 of 14 <br />
