<br />J, <br /> <br />February 28, 2001 <br />Council Meeting Minutes <br /> <br />Mr. March stated that Ground Development was present to request permission to amend <br />the Comprehensive Plan for the MUSA land swap. Ground Development would escrow <br />money with the City to contract with the firm that drafted the original Comprehensive <br />Plan to amend and re-submit same to the Metropolitan Council for their approval. <br /> <br />Council Member Capra questioned whether there were additional amendments that <br />needed to be addressed. Mr. March explained that Staff would research same and if <br />needed, submit those along with Ground Development's amendment. <br /> <br />Mayor Swedberg questioned Mr. Terry Hannah for clarification on the MUSA land ~wap. <br />He then questioned whether Dupre Road would continue through the development in the <br />beginning or if it would be expanded in stages. Mr. Hannah explained the three (3) <br />phases of construction. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Travis to approve theH request for permission to pursue a MUSA swap and <br />Comprehensive Plan amendment. All in favor. Motion carried unanimously. <br /> <br />4. <br /> <br />Design Proposals") ; <br /> <br />~ <br /> <br />Mr. March stated that he had received two (2) design proposals from landscape <br />architecture firms for ideas in regards to streetscapes and building designs within the <br />City. Same was contained in Council packets for review. Staff would be receiving two <br />(2) more proposals and would forward them to Council. Mr. March suggested Council <br />arrange interviews with all four (4) companies either in a workshop or Council meeting <br />subsequent to receipt and review of all submissions. <br /> <br />Council Member Capra questioned the difference between a City Planner and a City <br />Engineer. Mr. Peterson explained that a Landscape Architect researches details of <br />landscaping and buildings and a City Planner researches zoning requirements and larger <br />issues surrounding the City's growth. <br /> <br />Council Member Capra suggested the City investigate hiring a City Planner on an as <br />needed basis. Council Member Broussard Vickers stated that a planner is very <br />expensive. Mr. March stated that a City Planner primarily focuses on zoning issues and <br />ordinances. A Landscape Architect actually provides sketches and diagrams for a <br />specific landscaping and architectural style for the City. <br /> <br />5. Traffic Study - Intersection of Main Street and Centerville Road <br /> <br />Mr. March stated that Anoka County would be performing a traffic study of this area in <br />the near future. <br /> <br />6. Turcotte Property <br /> <br />Mr. March reported that Staff has continued discussions with Mrs. Turcotte regarding the <br />purchase of the property. Mrs. Turcotte has indicated she no longer has tenants and <br />anticipates her ability to move into a Senior Housing Unit in the near future. Staff has <br /> <br />Page 5 of 14 <br />
