February 15, 2001
Council Meeting Minutes
Council Member Travis stated the people usually at the Council meetings are there in
opposition to something and usually the main complaint is lack of knowledge. Council
Member Travis stated any way the City can improve communication with residents is a
good idea.

Ms. Brenner questioned where Council would like to start. Council Member Broussard
Vickers stated she thought it would be appropriate to start with the web site and cable
channel. Council Member Capra suggested the Committee prioritize the list and present
it to Council.

Council Member Nelson stated she would like a centralized way to distribute information
from residents to Council Members such as one phone line that feeds into the voice mail
of all Council Members.

Council Member Nelson suggested an area on the website that residents could post
questions for the City to answer.

Council Member Travis requested the City use systems already in place but work to
improve them.

Mr. March stated the citizen survey may be a valuable tool for communications and
suggested the City use it and look into other alternatives to reach those that do not read
newspapers or watch television.

Mayor Swedberg suggested using information from The League of Minnesota Cities to
get information on ways to inform citizens.

Mr. March stated Council would need to assign some costs to the technology and time to
inform residents. If the communication suggested would be overtaxing to current City
capabilities that would need to be discussed in the report, as the City may need to hire
additional staff.

Council Member Capra stated she would like to make sure the Committee does not run
into conflicts of interest by having members benefiting financially from suggestions
made by being on the Committee.

Motion by Mayor Swedberg. seconded by Council Member Travis to authorize the
formation of an Ad-hoc Citizen Communications Task Force and appoint Theresa
Brenner as chair. All in favor. Motion carried unanimously.

Council Member Nelson left the room at 8:09 p.m.

4. Resolution #01-003 (Cable Franchise Extension)

Mr. March explained the cable franchise is in negotiations to extend the franchise until
May 28,2001.

Motion by Council Member Broussard Vickers. seconded by Council Member
Capra to extend the cable franchise to May 28. 2001. All in favor. Motion carried
unanimously.
