MEMO

DATE: February 22,2001

TO : Honorable Mayor and Council

FROM: Jim March

RE : Design Proposals

............................................................................

Included in your packet is a copy of proposals that have been received from
Hokanson/Lunning/Wende Associates, Inc. and Sanders Wacker Bergly, Inc. I have also
requested a proposal from Shea Architects, but I have not received anything from them at
this point. Shea Architects is the firm that designed the County Bank. They did seem to
be quite interested in submitting a proposal.

If we determine that we are not interested in any actual building design components and
we are just interested in pure streetscape enhancements our engineering firm of
Bonestroo, Rosene, Anderlik and Associates has already provided some options. I have
been told that Bonestroo also has an architectural division with landscape engineers on
staff. I have asked Tom Peterson to have one oftheir landscape engineers contact me
about providing a proposal. I did not want to have to pay for a proposal from Bonestroo
when the other firms are providing proposals at no cost.

We are to the point of calling for a public hearing for the downtown improvement
project. I would recommend that the Council make the decision on selecting a firm
within the next thirty days to coincide with the pace of potential development. I would
recommend that we invite all interested committee members and the downtown
revitalization sub-committee to the first Council meeting in March to listen to the firms
presentations. I would anticipate that we would want to give approximately 10 minutes
for possibly 2-3 firms to make a presentation to Council.

If I receive any additional information prior to the Council meeting, I will have the
information available for distribution as an FYI. At the next meeting, I think that we
should just focus on the process that you may want to use to select a firm.
