<br />MEMO <br /> <br />DATE: February 22, 2001 <br /> <br />TO : Honorable Mayor and Council <br /> <br />FROM: Jim March <br /> <br />RE Traffic Study - Intersection of Main Street/Centerville Road <br /> <br />............................................................................ <br /> <br />I previously placed a copy of an e-mail in your mailboxes that I had sent to the County <br />Engineer in regards to the intersection of Main Street and Centerville Road. I had a <br />conference call with Jon Olson (County Engineer) and Jane Pemble (Traffic Engineer) to <br />discuss the safety concerns ofthe intersection. <br /> <br />Jon mentioned that the County views overhead flashing lights as ineffective. He stated <br />that if the City would want an overhead flashing light than we would have to pay for it. <br />He also mentioned that not having the crosswalks striped has no effect on whether <br />vehicles stop for the intersection. <br /> <br />Jon also stated that he believes there may be visual obstructions in the right-of-way. I <br />indicated that if there are visual obstructions in the County right-of-way than the County <br />needs to address the issue. I told Jon that ignoring obstructions in the County right-of- <br />way in Centerville because they had a previous bad experience was unacceptable. Jon <br />stated that he had never given an order to ignore obstructions in Centerville. Jane Pemble <br />commented that she was aware of a conversation with our public works director on the <br />subject. Her recollection was that if there were evergreen boughs blocking the view of <br />the stop sign than the City should remove them because they have had previous bad <br />experiences with obstruction removal in Centerville. <br /> <br />I was told that police enforcement was the answer to the safety concerns at the <br />intersection. I responded that the police do enforce that intersection and that they have <br />written several citations at that intersection. Jane Pemble asked if vehicles were typically <br />rolling through the intersection. I responded that from what I have witnessed vehicles <br />typically drive right through the intersection. <br /> <br />Jon Olson agreed to have the County conduct a traffic study at this intersection. They are <br />currently performing similar studies at three other intersections in the County. Jon stated <br />that it would take three to four weeks before they would have the study completed.
