<br />February 15,2001 <br />Council Meeting Minutes <br />stated she had requested that Mr. March contact them by telephone rather than just e- <br />mail. <br /> <br />Council Member Travis stated that he felt that the meeting should not have been re- <br />scheduled due scheduling conflicts with two (2) of the five (5) members. Council <br />Member Travis strongly felt that meetings needed to be kept on the regularly scheduled <br />days. Council Member Travis voiced his displeasure over not receiving two-way <br />communication on this matter. Council Member Travis also stated that he was only <br />notified of the re-scheduling, not asked his feelings or preference on the matter. <br /> <br />Council Member Nelson stated she had requested that the meeting be re-scheduled and <br />she now realizes the process is larger than simply calling several people. She stated she <br />agrees that meetings should not be changed in the future, unless it is an emergency. <br /> <br />Mayor Swedberg stated that another person mentioned the re-scheduling of the meeting. <br />Mayor Swedberg stated that Council intends on discussing meeting dates and times and <br />noticing of same. <br /> <br />Mr. Wilharber asked if the Quad Community Press was notified. Mr. March stated he <br />was unsure; however, it was not needed in this situation. <br /> <br />Mr. Wilharber stated he strongly felt that meetings should not be changed for any thing <br />other than Federal holidays due to residents be accustomed to the regularly schedule <br />meeting dates and times. Mr. Wilharber stated that people have other obligations and <br />changing meetings inconveniences them. Mr. Wilharber questioned whether <br />coordinating of Council meetings or other coordinating amongst members of the Council <br />occurs without the consideration of all members could constitute violation of the open <br />meeting law. <br /> <br />Council Member Capra stated she wanted to stress the meeting was not re-schedule due <br />to Valentine's Day. Mr. Wilharber stated that the cable channel did. <br /> <br />Council Member Capra questioned who put the statement on the cable channel. Mr. <br />March indicated it was a staff member. Council Member Capra requested Mr. March <br />find out which staff member had placed the announcement on the cable channel. <br /> <br />Council Member Nelson apologized for the inconvenience caused by re-scheduling the <br />meeting. <br /> <br />Mr. Wilharber stated that recently an e-mail was addressed to him as being the Mayor <br />concerning a local establishment. Mr. Wilharber stated that he had been into City Hall <br />and Mr. March asked him if he had received the e-mail.Mr. Wilharber stated that he <br />would read it at home, however, he did not receive same. Mr. Wilharber stated that he <br />then contacted Mr. Marchto obtain copy to reply to the complainant, indicate that he was <br />no longer Mayor and to direct the complainant to the current council. <br /> <br />Council Member Capra stated that when she saw Mr. Wilharber's name on the e-mail she <br />had requested that Mr. March contact Mr. Wilharber to inform him of same. <br /> <br />Page 3 of 18 <br />
