Mr. LeBlanc commented that he would like to see the City build a boardwalk/fishing pier
on Centerville Lake by the DeFoe property and amend the Comp Plan to reflect the same.
Mr. LeBlanc requested Ms. Lien to research the fees and requirements involved with
updating the Comp Plan.

YMCA Day Camp DiscussionlRecommendations
After briefly discussing the YMCA Day Camp proposal, the following motion was made.

Motion by Mr. LeBlanc, seconded by Ms. DeVine, to recommend to Council to
approve the proposed YMCA Day Camp at Laurie LaMotte Park; contingent upon
special activities offered by the City. All in favor. Motion carried unanimously.

There was brief discussion amongst the committee regarding the proposed Skate Park and
the possible involvement of the YMCA.

The committee requested a financial statement from Ms. Bender (Treasurer) indicating all
of the funds available to the Parks and Recreation Committee for the 200 1 year.

Grants offered by the DNR
After discussion, the following motion was made:

Motion by Mr. Peterson, seconded by Ms. DeVine to authorize Mr. Porter to speak
with Mr. March on behalf of the Parks and Recreation Committee regarding
updating and submitting grant applications for programs/grants offered by the
DNR. All in favor. Motion carried unanimously.

NEW BUSINESS

Centennial Hockey Association Financial Commitment
Mr. Peterson explained he had requested this be added to the agenda due to some issues
that have risen at the ice rink with the Centennial Hockey Association (CRA). Mr.
Peterson questioned if there was a financial contribution made by the eRA, or, more
specifically, is there a contract or obligation that the City has to this league? The
Committee concurred that the City doesn't have any type of contract or legal obligation
to the CHA. Mr. Peterson explained that at the end of each night, the rink attendants
request that the kids that have used the rink that day help clean the rink edges off. The
local youth that use the rink are always willing to help, since it gives them a sense of
ownership. The CRA isn't willing to help maintain the rink, and in fact left one ofthe
rink attendants feeling bad when he had requested their assistance. Mr. Peterson
expressed his concerns that the local youth aren't able to use the rink for three hours a
day, three days a week due to the CHA using the rink for hockey practice. If the eRA
doesn't have a financial contribution to the rink, and they aren't willing to help maintain
the rink, why do they have priority over the rink? Mr. Porter offered to contact the CRA
to discuss the agreement and responsibilities involved with the use of the rink.

2
