Mayor Wilharber stated this may grab the attention of Ehlers and to the poor
service they have provided.

Council Member Vickers agreed and asked if Ehlers has cost the City any money
at this time due to non-responsiveness. Mr. March stated the whole Northern
Forest Products issue has dragged on for months and is costing the City money.
He added that a report had been requested last week from Ehlers, which has not
been before the City to date.

Mr. March noted concern for not having a contact at Ehlers for the City to focus
issues on, and stated many times he feels he is being passed around the company
before offered suggestions.

Council Member Sweeney indicated he believes service is key and does not want
to be ignored or treated as a non-priority. He stated he would be in favor of
changing financial advising firms for the upcoming bond issuance. Council
Member Sweeney added that this WOJld let all consultants working for the City of
Centerville know that the City will not put up with slacking customer service.

Council Member Nelson stated she would be interested in changing to Juran &
Moody to gain the additional financid and customer services.

Mayor Wilharber asked when the reJ:ort was requested from Ehlers & Associates,
and by whom. Mr. March stated h~ would need to refer to the minutes to see
when this was requested but stated this was going to be handled by the TIF
department and not by Ms. Drude. I-J e indicated he would be nervous in changing
the TIF financing at this time due to the relationship that has been established
with Ehlers.

Council Member Vickers suggested c hanging the bonding portion of the financing
and that a meeting be set up with Jm an & Moody for additional TIF information.
Mr. March stated Juran & Moody hm. solicited the services of the City for the past
four years.

Mayor Wilharber commented on the fee:. charged by Ehlers versus Juran &
Moody. Mr. March stated the current fee proposed by Ehlers was lower than the
past two bond issuances. He indicated this may not be a clear reflection of the
true fees that will be charged in the future.

Council Member Vickers stated she feels it would be in the best interest of the
City to try Juran & Moody for the upcoming bond issuance. Council Member
Nelson concurred.

Mayor Wilharber asked if the upcoming bond issuance could be consulted to
Juran & Moody. Mr. March stated the City was not obligated to use Ehlers for
each issuance and that a proposal could be gained from Juran & Moody.

.

Page (; of 10
