<br />Motion by Council Member Vickers. seconded by Council Member Sweeney <br />to consult with Juran & Moody as the financial advisor for the Hunter's <br />Crossing bond issuance. All in favor. Motion carried unanimously. <br /> <br />I <br />Centennial Lakes Police Department Budget <br /> <br />Mayor Wilharber noted the Centennial Lakes Police Department presented a draft <br />budget for Council consideration. He stated this was an informational item for <br />discussion and comments. <br /> <br />Mayor Wilharber reviewed discussion from the Tri-City Police Department <br />Committee. He explained there is currently sixteen (16) officers on the force at <br />this time and the proposed budget is cutting one officer for 2001. Mayor <br />Wilharber asked that the Council Members consider keeping this officer and <br />finding a way to budget Centerville's portion of this salary. <br /> <br />Mayor Wilharber indicated that as the population continues to increase, more <br />officers would be needed, not less. He asked that the Council not agree with this <br />budget as proposed until an additional officer is budgeted for 2001. <br /> <br />Council Member Sweeney asked if capital improvement funds were going to be <br />set for 2001. Chief Heckman stated the budget has been revised and brought to <br />the bare minimum as to not penalize the City of Circle Pines. He indicated an <br />additional budget could be prepared if the cities are not in approval of the budget <br />as submitted. <br /> <br />Mayor Wilharber stated there were numerous issues over the past year that were <br />not budgeted. He noted several items as being Y2K readiness, a totaled vehicle <br />and new badges/painting for vehicles with the name change. Council Member <br />Sweeney indicated he would be in favor of additional funds to the police <br />department for contingency issues that may arise over 2001. <br /> <br />Council Member Vickers asked if the City of Circle Pines could not afford their <br />portion of the contract. Chief Heckman indicated their portion of the contract <br />would increase too greatly over the next two years for them to manage the <br />servIces. <br /> <br />Council Member Nelson stated approval of this budget would greatly depend on <br />the other cities, but indicated funding should be put aside for capital expenditures. <br /> <br />Council Member Vickers questioned whether it would be allowable for a city to <br />request additional services and pay for them individually. Chief Heckman stated <br />if the City of Centerville were to pay the entire salary for an additional <br />Community Service Officer, he would have no objections but that this may go <br />beyond the Tri-City agreement. <br /> <br />Mayor Wilharber noted if the department were to lose an officer, the three cities <br />may need to pay back the federal government through the COPS Program. Chief <br />Heckman stated this was a fact at this time and this amount could be up to <br />$75,000. <br /> <br />Page 7 of! 0 <br />
