Each system will provide an excellent grade of service in Anoka County except <br />that the stand-alone, analog radio system will have some lesser quality than the MnlDOT system. <br />Lesser qualities of a stand-alone, analog 800 MHz trunked radio system include: <br /> <br />. Slightly greater risk of monitoring of an analog radio system than of a digital modulation <br />radio system. <br /> <br />. Lesser ability to interoperate with agencies that are subscribers on the MnlDOT digital <br />modulation radio system because of incompatibility for intercommunication between <br />subscriber radios. <br /> <br />. Less audio quality in some areas of the County due to the noise background that occurs in <br />fringe areas and inside some structures in an analog radio that does not occur in a digital <br />modulation radio. <br /> <br />Selection of the stand-alone, analog 800 MHz radio system alternative will mean that Anoka <br />County would need to arrange to use the 800 MHz radio frequency pairs that have been set aside <br />for use in Anoka County but that are currently licensed by Mn/DOT. <br /> <br />Whether one of the two trunked, 800 MHz radio system alternatives or enhancing the existing <br />VHF system alternative is selected, there are several issues which will have to be addressed <br />including: <br /> <br />. There are no trunked 800 MHz radio pager receivers and, therefore, the fire radio paging <br />alert system will need to be enhanced in the same way no matter what alternative is <br />selected. <br /> <br />. Anoka County public safety entities must be able to receive information from callers who <br />dial 9-1-1 and to receive radio page alerting and at least minimum two-way, land mobile <br />radio communications in order to handle the true emergency incidents. Therefore, a back- <br />up dispatch facility will need to be implemented regardless of the radio system alternative <br />selected. <br /> <br />. Additional dispatch center radio operator personnel will be required to handle the dispatch <br />end of two-way, land mobile radio communications with public safety personnel operating <br />in the field regardless of the radio system alternative selected. <br /> <br />3.3 TETRA TECHNOLOGY <br /> <br />TETRA is a different form of digital modulation than the APCO Project 25 digital modulation. <br />Both voice and data messages can be sent over a TETRA radio system and there is flexibility in <br />the data transmission rate that can be used. <br /> <br />TETRA is an open architecture teclmology and there are at least six manufacturers that produce <br />TETRA radio equipment. All equipment produced by these manufacturers is interchangeable in <br /> <br />Ronald Vegemast Engineering, Inc. <br /> <br />-26- <br /> <br />Report: Anoka County <br />
