<br />JOINT LAW ENFORCEMENT COUNCIL AGREEMENT <br />ADDENDUM #1 <br /> <br />THIS AGREEMENT ADDENDUM is made by and between the County of Anoka, the Cities of Anoka, <br />Blaine, Centerville, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, <br />Ramsey, S1. Francis, and Spring Lake Park, and the Circle Pines-Lexington-Centerville Joint Municipal <br />Police Commission. <br /> <br />RECITALS: <br /> <br />(1) In 1970, the Anoka County Joint Law Enforcement Council was formed by a joint powers <br />agreement and was modified by an agreement executed in 1982 to add a number of cities in <br />Anoka County.. <br /> <br />(2) The county, cities, and police commission named above (herein "parties") wish to enter into this <br />agreement addendum to amend the Joint Law Enforcement Council Agreement in order to add <br />the Cities of Centerville and St. Francis as parties to the agreement, and to make other <br />appropriate amendments to the parties' agreement. <br /> <br />NOW, THEREFORE, THE PARTIES AGREE TO AMEND THEIR AGREEMENT TO <br />INCLUDE THE FOLLOWING: <br /> <br />1. The first paragraph in Section 2 of the Joint Law Enforcement Council Agreement is amended <br />to read as follows: <br /> <br />That it would be subject to the management ofa council of26 whose membership <br />would be constituted by appointment on an annual basis by each of the <br />participating governmental units of their Chief of Police together with one other <br />individual to be appointed by the City Council; provided, however, that if a <br />participating governmental unit contracts with the Anoka County Sheriff for <br />police services, it shall be represented by the Anoka County Sheriff; provided <br />further, however, that the cities ofCenterville, Circle Pines and Lexington and the <br />Circle Pines-Lexington-Centerville Joint Municipal Police Commission shall be <br />represented by their Chief of Police and the Chairman of the Joint Municipal <br />Police Commission; and that the County would be represented by the Sheriff and <br />four individuals appointed by the Board of County Commissioners, two of whom <br />shall be Anoka County commissioners and two of whom shall be appointed upon <br />the recommendation of the Anoka County Sheriff. That the 26th person would be <br />appointed by the Council to serve as chairman whose responsibility would be to <br />act as chairman of the different meetings ofthis Council, whose only vote would <br />be in the case of a tie. That these appointments would be made by the various <br />councils to be effective on the first day of each year and continuing until a <br />successor has been duly appointed and qualified. <br /> <br />-1- <br />
