Second Reading - Ordinance No. 99-1791, Granting a Rezoning from FR (Farm Residential) to DF <br />(Development Flex); <br /> <br />\ction 99-329 (AI 11.2A) <br /> <br />Moved by Councilmember Rose, seconded by Councilmember Kolb, that the reading be waived and <br />Ordinance No. 99-1791, "Amending the Zoning Code of the City of Blaine so as to Provide Changes in the <br />Zoning Classification," be approved. <br /> <br />The Community Development Director stated the application for rezoning applies only to the area of land <br />that lies east of the Third Street alignment. Currently this approximately four-acre area was zoned FR (Farm <br />Residential) with a Comprehensive Plan designation of MDR (Medium Density Residential). The proposal to <br />subdivide this area into 22 detached townhomes was consistent with the MDR (Medium Density Residential) <br />land use but cannot be accomplished with the FR (Farm Residential) zoning. The applicant has chosen DF <br />(Development Flex) zoning to implement the desired standards for the site development and construction of <br />the 22 detached townhomes. The alternative zoning of R-3B (Medium Density Residential) was not a <br />practical option in this instance since it contains very few standards which were applicable to detached <br />town homes nor does it mention detached townhomes as a permitted or conditional use. The Community <br />Development Director noted the vacant building which staff recommended be demolished within 12 months <br />but the applicant requests 18 months. <br /> <br />Mayor Ryan asked if the street extends to the funeral parlor property to provide them another access point. <br />The Community Development Director stated he assumed it would. <br /> <br />Councilmember Swanson noted this was one of the locations with a wooded area which the City Forester <br />was requested to look at in relation to open spaces. The Community Development Director stated the entire <br />ite had some trees but they were primarily on the north portion of the site. He noted the proposed fencing <br />nd trees to be saved. He also noted those that would be removed from the site and indication of the City <br />Forester that this was an oak wilt center that had been severely impacted so it would not be highly <br />recommended for preservation. <br />
