<br />Minutes of the Meeting of June 24, 1999 <br /> <br />Page 16 <br /> <br />Councilmember Daniels stated the neighborhood was supportive of this proposal and addressing the <br />building. She stated she had no problem with removal in 12 months and asked if they should be required to <br />properly maintain it to assure there was no graffiti. The Community Development Director stated the City <br />had an ordinance to suitably address that situation. <br /> <br />Jack Menkveld, President of North Suburban Development, stated that removing some of the brush and <br />bike trails would help with the building maintenance problems. He reported on the large amount of debris <br />that had already been removed from the site. <br /> <br />Councilmember Daniels stated she wanted to assure the building was not vandalized. Mr. Menkveld stated <br />they also want the building maintained and he believed that having people present at the site on a daily <br />basis would resolve that problem. <br /> <br />Mr. Menkveld reported they have contracted with a company to remove the canopy. <br /> <br />Council member Clark expressed concern with the close setbacks between units. The Community <br />Development Director noted that a typical residential home has a ten-foot setback for the house and five- <br />foot setback for the garage. He stated that this type of housing does place the units close together, which <br />was the proposal for this style of housing rather than a zero lot line style of housing. <br /> <br />Motion adopted unanimously. <br /> <br />B. Resolution No. 99-179, Granting a Conditional Use Permit to Construct Townhomes under the DF <br />(Development Flex) Zoning; <br /> <br />Action 99-330 (AI 11.2B) <br /> <br />Moved by Councilmember Daniels, seconded by Councilmember Kolb, that Resolution No. 99-179, <br />"Granting a Conditional Use Permit Per Sections 27.03, 29.80 and 30.15 of the Zoning Code of the City of <br />Blaine, North Suburban Development, Inc., 3rd Street Between 10151 and 102nd Avenues, University Park <br />Addition," be approved. <br /> <br />Motion adopted unanimously. <br /> <br />C. Resolution No. 99-180, Granting Preliminary Plat Approval to Subdivide Approximately Seven Acres <br />into 24 Lots To Be Known as University Park Addition. <br /> <br />Action 99-331 (AI 11.2C) <br /> <br />Moved by Councilmember Rose, seconded by Councilmember Kolb, that Resolution No. 99-180, "Granting <br />Preliminary Plat Approval Per Section 18-4(C)(1) North Suburban Development, Inc. 3rd Street Between <br />101 sl and 1 02nd Avenues, University Park Addition," be approved. <br /> <br />Motion adopted unanimously. <br /> <br />Resolution No. 99-181, Granting Final Plat Approval to Subdivide 4.9 Acres into 14 Single Family Lots To <br />Be Known as Jackson Place 2nd Addition, North Suburban Development, Inc., 101st Lane and Jackson <br />Street NE, (Case File No. 99-17/SLK) <br /> <br />Action 99-332 (AI 11.3) <br />
