<br />unanimously. <br /> <br />Lorentz Bus Service - Tom Thumb Parking Lot <br /> <br />Mr. March stated he received a call from Tom Thumb Corporate Office who indicated <br />Lorentz Bus Service currently uses the Main Street Tom Thumb parking lot for "park and <br />ride" services. The "park and ride" has grown over the past couple years and the Tom <br />Thumb parking lot is now to small for the program. Tom Thumb is requesting t~e City's <br />guidance in resolving this concern. Jim March will pass along the church parking lot as a <br />suggestion. <br /> <br />Charitable Gambling License - Spring Lake Park Lions <br /> <br />Mr. March stated the Spring Lake Park Lions Club is looking to receive approval to <br />conduct charitable gambling at Kelly's Komer. <br /> <br />Motion by Council Member Vickers, seconded by Council Member Travis to <br />approve Resolution 00-05; Spring Lake Lion's Club Charitable Gambling License. <br />Motion carried unanimously. <br /> <br />Special Use PermitILot Split - First Class Concrete <br /> <br />Mr. Scott Byrkit and Mr. Arnie Larson were present on behalf of First Class Concrete <br />Inc. Mr. Byrkit and Mr. Larson are requesting permission for a Special Use Permit to <br />construct an 19,800 square foot speculative commercial building between Reel <br />Manufacturing and R & R Leasing. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Sweeney to approve the Special Use Permit and Lot Split for First Class Concrete as <br />outlined in accordance to all terms and conditions being fulfilled. AU in favor. <br />Motion carried unanimously. <br /> <br />LaMotte Park - Outdoor Recreation Grant <br /> <br />Mr. March stated the LaMotte Park grant application has been revised, although there are <br />not any dollars expected to be allotted to the program this year. The DNR has <br />encouraged organizations to submit the application regardless of the lack of funding to <br />show outside interest in this type of grant. <br /> <br />Motion by Council Member Sweeney, seconded bv Council Member Broussard <br />Vickers to approve Resolution #00-04, which accepts the Laurie LaMotte Park <br />Outdoor Recreation Grant Application. All in favor. Motion carried unanimously. <br /> <br />Main Street Speed Study <br /> <br />Mr. Travis read a letter addressed to Mayor Wilharber from 17 year old Jessica Spanjers <br />who was writing about a speed limit she believes needs to be lowered. Her proposal is <br />that the speed limit on Main Street, between the school and 20th A venue should not be <br />45mph. It should be lowered to 30mph immediately. Ms. Spanjers feels threatened by <br />6 <br />
