'" J
, .
.

(

,--

'-.,

ervi[[e

MEMORANDUM

DATE:

February 25,2004

TO:

Honorable Mayor and Councilmembers
Kim Moo~e-SYkes, City Administrator ~
Sale of St. Paul Utility Property

FROM:

RE:

..........~..............................................................

.
Attached is the letter that I received from Mr. Stephen Schneider, St. Paul Water Utility,
regarding the sale of their properties located at 1601 and 7001 LaMotte Drive. This item
was discussed at the Council's last meeting and I understood at the time that the Council
was not interested in purchasing that property. As you can see by the letter, the Utility
has some expectation that the City will remove a 42" pipe that runs across both lots,
should the City decide not to purchase the property.

During a Staff meeting, the question was asked if the Park and Rec Board would be
interested in purchasing the property. In checking their budget, Ellen determined that
there is approximately $350,000 in the Park and Rec fund. Park and Rec would need to
provide at least $100,000 should they receive a grant to finish Clearwater Trail. Of
course, maintenance costs have to also be considered should the City decide to acquire
one or both of these lots. And while we can expect to continue to receive park dedication
fees for the foreseeable future, there will come a time when these revenues will be
minimal and at that point, maintenance and acquisition will be done through the general
fund.

The Utility is also interested in getting the City's decision as soon as possible. _
