Since that time, we have obtained a boundary survey and professional appraisal of the <br />property. This correspondence is written to provide you with a copy ofthe Orion Appraisals, Inc. <br />appraisal, and to inquire about the City's current interest in such a purchase. . <br /> <br />Based on our own casual observation of Centerville lakeshore lot sales in recent years, we <br />initially questioned whether the valuation of the two 112-foot wide parcels should be higher than <br />that determined by the appraisal. Orion subsequently reviewed the appraisal and on December <br />30, 2003 provided additional documentation and rationale to support their initial valuation of <br />$270;000 per parcel. <br /> <br />In the event the City decides to not buy the parcels, the Board intends to place them for sale on <br />the open market by means of sealed bidding conducted by the St. Paul Real Estate Division. In <br />that event, it would of course be desirable to have city water service installed to the parcels and <br />to either remove or relocate the existing 42-inch raw water pipe that lies diagonally through each <br />parcel. <br /> <br />SAINT PAUL REGIONAL WATER SERVICES <br />Stephen P.
