<br />Parks & Recreation Committee <br />Meeting Minutes May 4, 2005 <br /> <br />Motion was made by Chairperson Peterson, seconded by Committee Member Peil to <br />recommend to City Council that trail easements be negotiated with the Church of_St. <br />Genevieve for a trail connection on the northwest/north corner of LaMotte Drive and <br />Heritage Street to the existing trail that runs along LaMotte Drive, a trail extension fr0111 <br />the existing LaMotte Drive trail north of the lift station to the temporary trail in the <br />southwest corner of the property and a trail extension from the temporary trail in the <br />southeast corner to line up with the Meadow Lane sidewalk on the east side of Centerville <br />Road. AIl in favor. Motion passed unanimously. <br /> <br />Vice-Chairperson LeBlanc questioned whether there would be a median installed on Centerville <br />Road in conjunction with the church expansion. Committee Member Peil said with the fIrst phase <br />there would be a maximum of 30 parking stalls for the community building so traffic will <br />probably not be an issue at this time. <br /> <br />Hardwood Creek TMDL (Total Maximum Dailv Load) <br /> <br />Vice-Chairperson LeBlanc requested a discussion be added of Hardwood Creek TMDL (Total <br />Maximum Daily Load) as information to the committee. An advisory group has been <br />commissioned to go through a process recently formulated by the Federal Government to study <br />the load on Hardwood Creek, which is listed as impaired waters. Vice-Chairperson LeBlanc has <br />been asked to sit in on the proceedings and he accepted the offer. The timetable of the study is <br />not complete as it is a new process, but Vice-Chairperson LeBlanc suggested it would be <br />approximately 6 months for the initial phase to be completed. <br /> <br />County Road 14 Trail <br /> <br />Chairperson Peterson requested this item be added to the agenda and stated that City <br />Administrator Mr. Dallas Larson and Public Works Director Mr. Paul Palzer had discussed <br />looking at other options for the trail along County Road 14. The suggestion was to not have the <br />trail follow County Road 14, but to follow the creek on the south side of County Road 14 out to <br />20th Avenue instead. <br /> <br />The committee discussed this option and the pros and cons of this concept. Though a trail <br />following the creek would be in a pretty location, Vice-Chairperson LeBlanc reminded the <br />committee how difficult it is to propose to residents a trail go through their property and/or <br />development where there has not been a trail in the past. The best way to put trails into the <br />system is with new development as then people know exactly what they are buying and the <br />proximity to trails. Chairperson Peterson stated the area around the creek is quite steep and there <br />would be difficulty building and maintaining the trail and he questioned how well it would hold <br />up. The committee felt this trail idea would not be workable as it would go through too many <br />residents' property, require wet land mitigation, as well as Rice Creek Watershed Permits, andepotentially be very expensive. <br /> <br />30f5 <br />
