<br />TRANSPORTATION ENHANCEMENTS PROGRAM FUNDING <br />CENTERVILLE PEDESTRIAN/BICYCLE TRAIL REGIONAL- LOCAL LINKAGE <br /> <br />I. Proiect Overview <br /> <br />The City of Centerville is proposing to construct pedestrian/bicycle trial linkages that complete the <br />regional/local trail system by linking the downtown, the elementary school, the proposed CSAH <br />14 pedestrian-bicycle trail, the Rice Creek Chain of Lakes Regional Park Reserve Trail, Chauncey <br />Barett Gardens and Centerville Lake. More precisely, 8,770 lineal feet of trail will be constructed <br />with appurtenances beginning at the existing trail on Lamotte Drive; continuing northeast on <br />Lamotte Drive; intersecting at Heritage Street; continuing east on Heritage Street; intersecting <br />with Centerville Road; proceeding north on Centerville Road; connecting and crossing CSAH 14; <br />continuing north to Westview Street; and, ending at elementary school trail. Additional trail <br />segments will be constructed adjacent to the City Hall site with a pedestrian bridge crossing the <br />Clearwater Creek and adjacent to 20th Avenue from Fairview Street to CSAH 14. A trail rest park <br />is also planned as a component of these linkages. <br /> <br />Design and construction of the pedestrian/bicycle trial linkages will be coordinated with the CSAH <br />14 reconstruction and the downtown redevelopment. The pedestrian/bicycle trial linkages will <br />allow trail users to travel between recreational areas, residential areas and employment centers. <br />The City of Centerville currently has plans for the addition of new park amenities that will be <br />complemented by the pedestrian/bicycle trial. The planned amenities include lake access and a <br />fishing pier. <br /> <br />The proposed pedestrian/bicycle trial segments, in combination with the new trail along CSAH 14, <br />will provide access to the County trail system, including the Rice Creek Chain of Lakes Regional <br />Park Reserve trails, as well as the existing and proposed system in the City of Centerville (see <br />Map 1). The City of Centerville participated in the completion of a North Metro Trail Plan in 2003 <br />that proposes an overpass to I-35E. Implementation of the overpass will allow access from the <br />CSAH 14 trail system to trails in Washington County. Within Washington County, in the City of <br />Hugo, trail users will eventually be able to access a trail that will extend as far north as Duluth, <br />Minnesota. The continuity of the trail system will enhance multi-modal travel between residential <br />areas and employment centers in the project area. <br /> <br />This application is being submitted for federal funding under the Transportation Enhancement <br />category. The proposed project will: <br /> <br />. Provide a safe/secure crossing for pedestrians/bicyclists utilizing city and county trail <br />corridors for recreation and access to local and regiollal parks. <br /> <br />· Conform to the Transportation Enhancements Purpose and Vision that trail corridors are <br />designed to proVide for recreational opportunities within a metropolitan area. <br /> <br />· Conform to the Metropolitan Council's 2030 Regional Development Framework. This policy <br />promotes the implementation of fully interconnected arterial and local street, pathway and <br />bikeway systems by local governments. <br /> <br />· Conform to the Anoka County 2015 Transportation Plan and regional trail corridor plan <br />(approved by the Metropolitan Council). <br /> <br />· Conform to the Rice Creek Chain of Lakes Regional Park Reserve - Master Plan approved by <br />the Metropolitan Council. <br /> <br />.
