<br />DIRECT RESPONSES TO QUALIFYING AND PRIORITIZING CRITERIA <br /> <br />II. Oualifvinq Criteria <br /> <br />1. The proposed pedestrian/bicycle trial segments are eligible for Transportation Enhancement funds as <br />defined in 23 U.s.e. !Ol(a) (35) of TEA-21. The proposed project qualifies under the following activity: <br /> <br />Provision of facilities for pedestrian and bicvcles. <br /> <br />The proposed project will encourage pedestrian/bicycle transportation by completing a key links <br />in the City of Centerville trail system that will improve safety and convenience for bicyclists and <br />pedestrians. The benefit of these links will extend to the local/region's existing and proposed <br />continuous trail system, which is intended to provide residents and visitor's access and safe travel <br />between residential areas and employment centers as well as access and safe travel to regional <br />public lands, including the Rice Creek Chain of Lakes Regional Park Reserve. <br /> <br />The activities described above constitute at least 70 percent of the project costs. The project <br />resulting from these funded activities will be accessible to the general publiC and is targeted to a <br />broad segment of the general public, including all pedestrians and bicyclists. <br /> <br />2A. The proposed project involves one of the twelve qualifying activities in the Transportation <br />Enhancement definition in TEA-21. This activity is provision of facilities for pedestrians and <br />bicycles. <br /> <br />28. The proposed project relates to surface transportation and is designed to serve <br />transportation needs of pedestrians, bicyclists and motorists. The proposed project will <br />decrease conflicts between motorized and non-motorized traffic, improving safety and <br />efficiency of travel for all three modes of transportation. <br /> <br />3. The proposed project is consistent with the planned trail system proposed in the City of <br />Centerville Trail Plan and the Anoka County 2015 Transportation Plan. The proposed project is <br />also identified in the 2005-2009 City of Centerville Capital Improvement Plan. <br /> <br />4. The proposed project is eligible for Transportation Enhancement fund, because it includes the <br />construction of vital links as part of a local and regional pedestrian/bicycle trail system and <br />improves safety for pedestrians and bicyclist crossing CSAH 14 and other local streets. The <br />proposed project is not part of any mitigation activities required to implement another <br />transportation project. <br /> <br />5. The proposed pedestrian/bicycle trial will be operated and maintained by the City of Centerville <br />through its useful life. <br /> <br />The City of Centerville will not change the use of right-of-way without prior approval from the <br />Minnesota Department of Transportation and Federal Highway Administration. <br /> <br />6. The proposed project has an estimated cost of $785,000. This exceeds the $125,000 minimum. <br /> <br />7. The City of Centerville is requesting $588,750 in Transportation Enhancement funds (75 percent <br />of the total project cost). The amount does not exceed the $1,000,000 maximum. <br /> <br />8. The City of Centerville will provide the remaining 25 percent of the total project cost. Refer to <br />Appendices, Capital Improvement Program for 2005-2009. The project is included in the City's <br />CIP for construction in 2005 -2006. <br /> <br />1 <br />
