<br />2. Readiness <br /> <br />· Evidence of community support for project <br /> <br />The City of Centerville is supportive of the pedestrian/bicycle trial linkages and trail system, <br />proposed in this project. Refer to Appendices for the support letters. In 2004, the city <br />began meeting with other local government officials form the City of Lino Lakes and Anoka <br />County to discuss and receive input for the proposed reconstruction of CSAH 14 between 1- <br />3SW and I-3SE, which included plans for the proposed pedestrian and bicycle <br />pedestrian/bicycle trial. <br /> <br />Private citizens in the city have also shown their support for the project. Early in the <br />project review process, persons were invited to public meetings, where information was <br />presented for the CSAH 14 reconstruction project. Many of the meeting attendees <br />commented on the need for pedestrian and bicycle facilities in the project corridor and <br />their concern for safe roadway crossings. The city continues to meet with the local <br />governments to plan for the CSAH 14 project and also welcomes additional public <br />comments and questions. <br /> <br />· Willing partners and landowners identified <br /> <br />The general public and the local government support the proposed pedestrian/bicycle trial <br />as part of the overall CSAH 14 roadway and trail project. The City of Centerville Park and <br />Recreation Committee support the proposed pedestrian/bicycle trial and trail project. Refer <br />to the support evidence in Appendices. <br /> <br />3. Impact <br /> <br />A. Bike/Pedestrian Infrastructure <br /> <br />· Fills gaps, overcomes barriers, and/or connects system segments in <br />pedestrian/bicycle network <br /> <br />There is a substantial gap in the pedestrian/bicycle network in the Centerville. These gaps <br />are in critical locations. More precisely, these gaps include the link between Rice Creek <br />Chain of Lakes Regional Park Reserve / Lamotte Park the elementary school crossing CSAH <br />14. In addition to this link, gaps exist between residential neighborhoods, employment <br />centers, the downtown, community parks, CSAH 14 and regional parks and trails. <br /> <br />CSAH 14 presents a barrier in the pedestrian/bicycle network. Pedestrians and bicyclists <br />accept a substantial safety risk crossing from one side of CSAH 14 to the other. The <br />pedestrian/biCYcle trial linkages will eliminate the barrier that CSAH 14 presents to <br />pedestrians and bicyclists crossing the roadway. <br /> <br />The proposed project fills these gaps by connecting the local trails to the Rice Creek Chain <br />of Lakes Regional Park Reserve/ Lamotte Park to the elementary school crossing CSAH 14. <br />In addition to this link, the proposed project links residential neighborhoods, employment <br />centers, the downtown, community parks, CSAH 14 and regional parks and trails. <br /> <br />The proposed pedestrian/bicycle trial linkages will provide a missing trail network link for <br />pedestrians and bicyclists traveling between Centerville, Anoka County and bordering <br />counties. <br /> <br />3 <br />
