<br />9. The proposed project will meet Mn/DOT State Aid Standards and AASHTO gUidelines as well as <br />the Mn/DOT Bicycle Transportation Planning and Design Guidelines. <br /> <br />10. The proposed project is being coordinated with the Anoka County and the City of Lino Lakes. <br />Written letters from the Anoka County and the City of Lino Lakes documents their full support for <br />this project. Refer to Appendices for the support letters. <br /> <br />III. Prioritizinq Criteria <br /> <br />Transportation Enhancement Category Criteria - Bike and Pedestrian Group <br /> <br />1. Urgency <br /> <br />Takes advantage of a time-sensitive opportunity, e.g., a willing landowner, cost savings, <br />affiliation with another project, competing development opportunities. <br /> <br />The proposed pedestrian/bicycle trial project takes advantage of the current design and <br />review work being completed by the Anoka County Highway Department for the <br />reconstruction of CSAH 14: I-35W to I-35E. As part of the CSAH 14 project, the City of <br />Centerville is also working with the County to coordinate the addition of trail links along <br />CSAH 14 to community parks, residents and employment centers. The two projects can be <br />simultaneously and efficiently considered by the County and the City. <br /> <br />Significantly addresses a strong un-met need or area of concern/problem associated with <br />the development of an integrated bicycle or pedestrian transportation network or providing <br />a safe bicycle or pedestrian route. <br /> <br />Centerville does not have a safe roadway pedestrian/bicycle routes and crossings between <br />amenities, employment centers and residents. A safe crossing is particularly important on <br />this roadway between the residential neighborhoods and the elementary school. The <br />posted speed limit as high as 45 miles per hour, as well as high traffic volumes, does not <br />afford pedestrians and bicyclists a safe opportunity to cross CSAH 14. The absence of a <br />safe crossing affects the use of the proposed CSAH 14: I-35W to I-35E trail and the use of <br />the extended system of existing and future Anoka and Washington County pedestrian and <br />bicycle trails. The pedestrian/bicycle trial will provide a continuous connection between the <br />portions of parkland east and west of CSAH 14, including existing and future park <br />amenities. <br /> <br />2 <br />
